If you have tracking showing the item has been delivered and/or the buyer has left feedback for you, ring paypal and tell them....your money should be released immediately.

I have never known anyone to have their money withheld for 12 months....ever.

You did, however, sign up to a 21 day hold until, as mentioned, you pass some milestones.

What you never did when you signed up, apparently, was read the terms and conditions of eBay.
