unable to offer free postage

I have been trying to list an item with free postage, but the free postage is not available there is only postage or local pick up

 

Is this a technical glich or does ebay no longer allow free postage?

It's there but a little difficult to find now.

 

Select one of the postage options and then to the right of the price field is a little box to tick for free postage.
