Probably because the 130 was for only 7 separate buyers.
That would be the usual reason, otherwise you would have to ask eBay. Who don't6 read or respond to board posts.

Purchase made on the same invoice counts as one transaction even if the buyer bought 50 items.

Purchase within a week counts as one transaction.
