Often offers are sent out across the board however not everyone is eligible.

(eBay do not read here, no matter how many times you post, by the way, including techincal issues, the blurb they read here is a lie)

Trouble is, they're not free. They come off your 40, or cost $1.65 each if you've already used your 40.

This would indicate that you already activated the offer (or had eBay do it for you with this one, from memory). So you can't activate it again as you only get one bite of the cherry. And, as stated, they aren't insertion fee free. They are FVF free, though.
