Problems making a listing - glitch from ebay

I have been trying to make a listing. I’m trying to sell some shoes. I’m on able to use eBay authenticate. I don’t know why. I keep getting a message saying that I either have too many titles or I have fraudulent goods. This is not true. There’s an obvious glitch. How can we fix this?

there have been multiple glitches today....whilst trying to 'sell similar' I have intermittently been getting "how embarrassing - it's us not you"....or glimpses of 'we suggest your auction starts at 0.02c'.....which means they are 'playing' with the site.....you just give up & try again later! Unbelievable!
