linking to web page outside ebay

I want to run a survey/poll for client feedback of my store, from a web page from outside ebay, can this be done. I can set it up but as to how to link it from my store I have no idea, or even if it is allowed.

You can link your web page to eBay, but eBay won't let you link your eBay account to a web page.

(Unless they've changed their policies recently to allow it..................)
