It tells you how to lodge a dispute for non-ebay purchases.

People were using paypal to buy stuff long before it was made mandatory on ebay.

Ebay does not protect you if you don't use paypal.

Paypal protects you regardless of where you bought from (with some exceptions like cars and stuff I think but not sure on that bit)
