That link takes you through to  some very interesting reading, paints. I didn't read it right down, but found this snippet interesting:

"it is true that for decades Russia has experimented with ionospheric heating.25 The latter may well be being used today in order to ‘liberate shipping and open potentially vast oil and mineral deposits for exploitation’, according to James R. Fleming.26"

Seeing the exploration for oil Russia is currently undertaking, and the Greenpeace personnell they arrested and held in captivity for a cpl month and recently released.

From my reading and research Russia is only one of many players using/experimenting with ionospheric heating. Hence my most recent post mentioning HAARP (run by DARPA).
