Pure water is neutral but drinking water or ground water is not. 

I use the No Name vinegar from supermarket for cleaning, and also for rinsing anything I hand wash.  I would not put vinegar in the washing machine at the same time as the detergent, it will alter it.  Vinegar (or lemon juice) will neutralise any alkaline like soap or caustic soda.  If you get caustic soda on your hand and pour just a teaspoon in your palms and quickly spread it all over the hands it will stop burning immediately.  If you put bit of vinegar in rinse water for something you are washing it will stop frothing immediately.  You can rinse off the vinegar after that if you wish.  Vinegar will also stop colours to run and being acidic it will stop almost all bacteria to multiply.
