i don't know, but it's known to slow them . bad weather always does.  Rudd's plan did the job anyway, abbotts guys merely made it nastier. i dislike all of them and their plans, rudd was a disgrace for a labor PM .. giving in to the worst elements in our society.

How odd boat trips cost more than a cruise liner, and they are only one way too or perhaps a quick round trip

 the monsoon was late, didn't hit jakarta until Jan 17 in 2013.  i said slows not stops  . when it hit it came all at once as is the pattern with climate change.
