i don't know, but it's known to slow them . bad weather always does.  Rudd's plan did the job anyway, abbotts guys merely made it nastier. i dislike all of them and their plans, rudd was a disgrace for a labor PM .. giving in to the worst elements in our society.

Although the government is aware arrivals do slow during the monsoon season, there were 357 people who arrived on five boats in the first 23 days of January last year.[2013]

 the monsoon was late, didn't hit jakarta until Jan 17 in 2013.  i said slows not stops  . when it hit it came all at once as is the pattern with climate change.
