What should the ideal ratio be?  How is it determined?

It is determined by $$$$$.  IMO the ratio should be no less than one carer to two babies. Otherwise, they will suffer.

well, does that mean we need to be lobbying for mothers to only have 2 children at a time?

Most care centres (and this one is occasional care) have more than 4 babies in a nursery, so probably 2 carers at a time. I have cared for grandchildren on my own,  while parents worked. 4 of them are the same age, within months of each other. It was do-able, none neglected.

I'd rather believe experts.

Why have women been lobbying governments for decades then?
