Partially. We decided on an amount we were prepared to contribute, her parents did the same and the couple chose how much they were able to spend. I think it worked out about thirds.
And that's the choice you need to make. I don't think there are any rules these days. Ours already had their house, they wanted the "wedding". We chose how much we wanted to contribute to that. After that it was their choice.
