i forget the correct name for this type of 'wall wear' but I think it originated up in the Nordic area of the world (think IKEA). Waterproof types of timber were/are used to construct these plate racks that are placed over food prep areas/kitchen sinks. Idea is that you wash your own plate (wishful thinking) after eating and immediately 'rack' it to drip dry.....ready for use next time. No need for a seperate cupboard to store your plates and crockery in at all
