UFO suggested $200 per week.
I have no idea how many people in Australia are in government housing but even if there were only 100,000 country wide that would be
$25,000,000 per WEEK...or $1,300,000,000 per year.
I am sure that it does not cost anywhere near that for upkeep of government housing per year.
I can really see the goverment agreeing to do this when UFO lobby's them...NOT.

Yes, it would be 'dead' money.
I can't see C/L handing over $250 a week for a private rental when the low income person is only contributing $150 either.
Plus their unemployment benefit; disability benefit ;parenting payment, family tax benefit.
Those that are fit for work wouldn't have any incentive to work, if they get payments plus a nice private house to live in at a huge discount not afforded to people that do work.
There is an acute shortage of private rentals in the wider area where I live... adding public housing tenants to the demand would mean many homeless, even those that can afford to pay market rent.
