Why not?
They can build intercontinental oil and gas pipelines. If you think gas and oil is more important than water, remember that gas and oil mining takes up huge amounts of water. Especially shale oil mining.
Capturing rainwater and piping it to the dry inland to unlock fertile land there and keep our agriculture going is not the same as keeping golf courses green and swimming pools refreshed.
It would be a worthwhile infrastructure for the government to invest in and create employment.
