"it's not as if he was impoverished if he doesn't get it."

I don't believe I have ever heard of a senior politician from any of the major parties who was "impoverished"; it's a well-known fact that all of them are very comfortably off and a few of them are stinking rich. (I use that last adjective deliberately as the taint of their self-interested actions follow them around like a bad smell.)
