Even the sheriff of Harney County has spoken out on the covert intentions of the terrorists.  He knows that they are not there to support the Hammonds, who asked the "militia" to go home, but to instigate through threats and an armed presence an agenda of their own.  The Federal government doesn't own the land, but assigns the Forest Service and the Bureau of Land Management to oversee, protect, and enhance  the land for its owners, the American citizenry. Sometimes the rules are arcane, and mistakes are made, but overall they do a decent job, catering to environmentalists, farmers, ranchers, and the several Native American tribes in a particular area of the country. 

 

Those terrorists occupying the refuge headquarters want the land for their own use, avoiding grazing fees, as demonstrated by the  Bundy clan in Nevada.
