Can't give you the exact date or time of either photo, nor can I tell you temperature,flow rate, quality,depth or if its ok for human consumption or any use at all. But as a compromise if you google Wilcannia and start at the bridge and follow the "river" upstream and downsteam you will notice some areas devoid of water suggesting there is no riverflow. Also the colour (dark green) may suggest that there may be life threatening problems (for the fish at least) in the way you believe the fish have died in these mammoth proportions

Actually it was taken on Jan10 2019. If you go to the link of Wilcannia bridge (supplied in previous post) you will find it with the date and also the first photo as well
