How do the supermarkets know how many family members a person is shopping for? They can put limits in place but the single person who only shops for themself would end up far better off than the person who shops for a family of five or six. Only the govt has access to data on how many people there are in a family so they're the only ones who can fairly determine how much everyone is entitled to.
