You mean that you think it would be possible to spend the time tracing movements of several thousands of people over the previous 2 weeks and identify every person they came across?!!! How many man hours would that take? And there are many places where there are no cameras. You could follow the person on various cameras wherever they went, and find every person they passed, yet not find the one person who they happened to interact with somewhere where there was no camera.
The phone ap supposed to do that, but somehow does not seem to be working.
