That's actually a very good question icyfroth. So by whom or by what? Well, assuming that we are on this planet for a reason and there is someone above us who put us here on this earth for a reason then that someone will hold them to account. The three main Abrahamic faiths, Christianity, Islam and Judaism all believe that the creator will hold these evil people to account and administer punishment unimaginable. Other Abrahamic religions such as Mormonism, Ba'ahai etc.. the same. If karma is true then it will be a happening thing for them as well. Some people believe that for some, Karma will will be a feature for them in this life and they'll also be punished  by the Creator in the after.

Yeah well , not being a person of religion, I'd rather they be held to account in the here and now, thank you.

It would be nice to see this happen and I'd like to be optimistic. People who make wars, invade other countries for their resources etc. pander to big business at the expense of the people they're supposed to protect and represent should be made to face the music. Will that happpen in  their lifetime or ours? Probably not. Like you .... "I'd rather they be held to account in the here and now" and I'd also be happy for them to get an extra butt whipping / toasting in the afterlife as well.
