Those ' battlers ' knew the Public Health Orders - they were willing to agree to the terms - by going & having to pay for their quarantine.
Those ' battlers ' - knew the Public Health Orders - knew there were fines in place - but did it anyway.
Those ' battlers ' are able to come to an agreement of payment - however they are able by - paying - or instalments - etc etc etc.
