I guess as A-3 states, one rule doesnt fit all councils and private car parks....i always thought owners of private car parks dealt with their own offenders.

We have a Centro shopping centre here.  I did a quick search and it seems that the management entered into an agreement with the  Council to issue fines which also seems to be the case with Westfield mentioned in the OP.

Hey I was already convicted in the CS Court years ago...who cares...at least this was in the correct context 😛
