Yes it was   I guess as A-3 states, one rule doesnt fit all councils and private car parks....i always thought owners of private car parks dealt with their own offenders.   Trish, Im learning about how violations are dealt with on private car parks, its an informative thread:-p

We have a Centro shopping centre here.  I did a quick search and it seems that the management entered into an agreement with the  Council to issue fines which also seems to be the case with Westfield mentioned in the OP.
