Help with an item I pre ordered on ebay

I paid for an item from a seller in Texas. I knew full well that it was a pre order and the item wouldn’t come for atleast 6-9 months. This was in July 2018. The seller kept in contact and was fine to deal with the whole time.
When he attempted to send the item thru the eBay distribution centre they returned it due to the amount of time between the purchase and him now sending it.
I have tried to contact them multiple time’s but have now started being ignored.
Obviously nothing I can do thru paypal and eBay due to time constraints.
Does anyone have any further advice I could explore on the matter ?

I would very much doubt if there's any way of getting your money back after that amount of time, even bank chargebacks on credit cards are very unlikely to be still valid.
Is the seller still registered ? In any case I've never heard of a pre-order being allowed on eBay for that amount of time. I suspect you've been scammed unfortunately. I hope it wasn't too much money.
Edit. You could try reporting to the on-line cyber crime website:-

If they are not responding to messages through eBay, can you contact them through Kickstarter and tell them you intend to report them for Cyber-crime. There would be no reason why they can't mail the item to you, even if they were going to use the GSP for posting. They may however expect you to pay for the international postage cost, which I suspect you have already paid to Pitney Bowes if it was a GSP listing (and you are very unlikely to be able to get that back)

Try contacting them through their feedback page (with details of your purchase and the offer to pay the postage) on eBay, they should get that without any problem, if they won't reply go down the Cyber-crime route.

Does the seller still have those items for sale on eBay ? If so, could you give an item number for it ? Do not post the seller's ID.

I ordered.
I just spoke with eBay and they could see from the correspondence the item had not be sent and he was ignoring me.
They are going to attempt to advocate on my behalf and get it resolved.
