How do I ask E Bay to Step in when a Seller refuses to provide a refund for items returned

My Purchase history listing of the item I returned does not provide an opportunity to get Ebay to step in

If it is less than 180 days past the purchase date of the item and you have tracking to prove the item was received by the seller open a dispute in Paypal's "resolution centre".

Further to that, upload the tracking to the dispute.

 

And don't close the dispute until you get your refund.
