It's actually very relevant. By telling us what you bought by giving us the item number can give us and idea how you should proceed.
How you paid is relevant as already said, because some payment methods are NOT covered by the MBG.

Not True. I never asked you how should I proceed. My question was
is eBay Money Back Guarantee a scam?

Incorrect. The policy says "you must pay via eBay checkout using an eligible payment method."
I paid at the checkout. I don't know any other way to order items on eBay.
Anyway mate, thanks for your contribution.π€

Yes, pay at checkout using an eligible payment method so no, not incorrect at all
If it was not an eligible payment method, you are not covered
It is all relevant which is why we asked

As has been said, the eBay MBG isnβt a scam.
It is, however, very rigidly defined in its T&Cs and the application of its timeframes and its specifics.
There wouldnβt get any point in telling you that youβre covered if:
you paid by bank transfer or cash
you arenβt in good standing as defined by eBay
you bought a digitally delivered item
you arranged for a courier to pick up the item
the item wasnβt listed in a category where the MBG is offered
itβs past the 30-day timeframe for opening a dispute
seller hasnβt resolved the issue but you closed the case, or
seller hasnβt resolved the case and you havenβt asked eBay to step in, and case has now timed out.
Thatβs why some context or clarification might be needed to answer your question.
Iβll just add that there are some (not many, but done) instances where eBay has not covered a buyer even though they should. This may include instances of fake tracking numbers, or tracking showing delivery (but itβs the wrong tracking number / one going to a different address), etc. These are as Iβve said rare.
If you follow up with eBay CS, try always to get hold of a live supervisor rather than a bot, and be prepared to patiently and politely explain that the EDD (estimated delivery date) is already well past. Reiterate this point with the utmost courtesy as needed.

The seller cannot update tracking. That is for the carrier to determine.
As others have said, if the item is late open an Item Not Received case. In the meantime read the FAQs about the MBG.

Please enlighten me. What way you know I can pay at the checkout which is not eligible payment method?

- You may not seek resolution for the same issue by another resolution methodβ
βEligible for coverage, when paid via eBay checkout:
- Credit card or debit card

- Afterpay
- Zip
- eBay gift card or eBay voucher
Not covered:

I'll presume it's the seller you left negative feedback for and even if it's not, another top rated seller with poor feedback for not delivering or late delivery
A LOT of the 54 negs mention it.
I haven't even checked the 162 neutral
It's starting to become a problem with eBay siding with this type of seller so if it is this seller, PUSH eBay to do something through the dispute or talk to a supervisor.

Thank you. Your effort is well appreciated.
Let's assume I'm familiar with all the above and the situation is: my purchase met all the requirements.
The only thing between me and refund is that there is some activity on the tracking system.
I think as ETA passed by 3 weeks I should be qualified for Money Back.
eBay says wait a bit longer.
I think it makes the system unreliable as you can't trust ETAs.
What do you reckon?
