I have been having this "cannot process your payment at this time" error since the beginning of December. I posted the problem on this board then but no-one had a solution. I contacted ebay NUMEROUS times and they kept fobbing me off saying there was not a problem.

Well.......Today I solved my problem 🙂 🙂 🙂

Try logging into you Paypal account independantly to ebay and go to your Profile.Click on the "My Money" link on left hand side of the page. Look at the "payment after delivery" option and make sure it is not set to that as the default. It should read "Change this as a preferred payment option at checkout.". Once I did that my access to Paypal was restored. Hope it works for you too 🙂
