Because eBay will automatically opt a seller in if they detect the listing "qualifies". A lot of sellers have no idea their items are being seen / offered overseas. The GSP is now also overriding seller's exclusions (that is, if the seller has selected to ship to some countries but not others, the GSP will override that and the seller's blocks etc won't work).

if Padi has a nice lawn mowed by sheep, he can put in a croquet lawn.

then, he can play with Alice (Alice in Wonderland), and be using pink flamingos as the mallets, as in the book.

hedgehogs were used as the balls.

don't you think that the boards have that feel at times?

I detest the Global Shipping Program.  Not only is it a ripoff and money-making scheme for Ebay by contracting a third party (Pitney Bowes) but it is driving up the cost of international purchases.  Apparently, sellers cannot offer the choice of "Standard International First Class postage" once they sign up.  Sellers are therefore losing out on sales in Australia and other "safe" countries because priority first class is way too expensive, especially when purchasing "pre-loved" or small ticket clothing items.  If you can post the information on how to opt out of the program, please do.  I can understand why "e-stores" may want tracking because they are selling in quantity, but individual sellers with one-off items may wish to increase interest by offering cheaper postage options.
