If you paid by PayPal lodge an Item Significantly Not a Describe dispute now, and then as soon as you can, escalate to a claim.
If you paid by credit card commence a chargeback through your credit card provider
What would be the point of doing a chargeback if you had already opened a Paypal dispute? Doing that immediately closes the Paypal dispute and if your card provider is one of those that does not cover 3rd party payments and turns you down you would be unable to re-open the dispute.
It is much better to go through Paypal and if you paid by card and your provider covers 3rd party payments keep that in reserve for if Paypal does not do the right thing.
