Paypal builds their conversion fees into the exchange rate so you only make one payment. If you let your bank do the conversion you will pay for the item and shipping and will then find a separate fee for the conversion.
For the most part, when you add the two amounts that you pay the bank you will find that they are marginally more than the one amount paid to paypal.
