You don't need funds in paypal to pay for something.

Use the funds in your linked bank account or credit/debit card.

Paypal will use the funds in your paypal account first and then take the balance from the funding source that you have selected.

OK I stuffed up there I should have known but because a seller with almost 1/2 Million  feedback and 98.8% I thought they would stand by their product and thery are an Australian Registered Company. I actually spoke to someone in their CS and have my doubts if they were talking to me from Australia or overseas

Harley the form I completed was not as detailed as the one in the link you have provided. I will lodge this one as well.I do not wish to elaborate at this time as other maters have arisen due to this item.

Latest Update

Got my refund paid back into my bank account. I dont think the liked the idea of me contacting Consumer Affairs. Anyway I got what was entitled and I will be more than careful in future.
