Good point. Pitney Bowes don't seem to be exactly gifted with brain cells when it comes to determining what is OK to ship.
As for low value item sellers using the GSP, since eBay opts people in to the GSP I don't imagine they care if the seller only sells cheaper items to suggest they NOT use the GSP.
