Depends on what you mean by choose...

 

A seller can not automatically block a buyer with private feedback, but there is no site policy that precludes having it as a term of sale, and members who do not meet a seller's terms are ineligible to purchase, therefore if you have it as a TOS you may (I repeat may Smiley LOL ) have success with eBay if you elect not to proceed with the sale on those grounds and the buyer leaves a neg or somesuch.

 

I know it's old, very old, in fact, but the eBay feedback info pages still says this: "If you keep your Feedback Profile public, you’ll increase the chance other members will trade with you. Most members want to see a member's Feedback Profile before they trade with them." 

 

This wording indicates members (be they buyer or seller) have a choice, particularly considering a seller can't have private FB, and as long as it's there, as well as there being no policies to bar having it as an additional buyer requirement to those that can create auto-blocks, someone could fight eBay on it if they were so inclined. 

Sorry, bad choice of words. It doesn't always help to be able to see a buyer's feedback.

As with everything in life...there are ways around these little "rules". It is possible to block any seller or buyer...but I wont go into that, however, I stand by my original statement, that I will not buy from, or sell to, hidden feedback members.
