I think you have to decide whether you want to keep the set or not.
You can definitely open a 'not as described' case but as padi said, if you win that, the seller could well opt to refund all money but you will have to send the set back. Seller would pay return postage, yes, but you would not get to keep the set.
I am not sure that you can force a seller to give you a partial refund. Some might do that to save the bother of a buyer opening a case against them, others might be just as happy to get their item back & resell. I think your seller sounds like he is in that latter category.
If the item you have is usually listed cheaper when in poor condition, you've nothing to lose by getting all your money back. Your decision.
