Looks like PayPal's conversion fee to me - they charge 4% above actual exchange rate to perform a currency conversion when making a payment (they also charge the seller more for receiving a payment funded by a foreign credit card). It looks like your final payment was around 5% more than eBay's conversion, but without knowing the original currency amount, it would be hard to check to confirm. However, if you ever want to check what the final payment amount will be when paying by PayPal for an item listed in another currency, you can log into PayPal and use a conversion calculator.
eBay's "conversion" is never the final payment amount, because they don't always display using the most up to date conversion rates, and because they don't know how the payment will be funded, so they don't include conversion fees. This may change when they take over payment processing in a year or two.
