After I posted about member for 14 days I sent eBay email asking about it is still valid because it wasn't mentioned in current sitemap.



I received a reply from eBay today.



I posted a wrong information about 14 days. It's not a requirement anymore.

Thanks for your email.



To open an eBay store, members are no longer required to be a member for at least 14 days. The basic requirement is to have an eBay seller account with a credit card on file.



In the seller account, the member can choose PayPal, Direct Debit or Credit Card as their automatic payment method. If the member chose PayPal or Direct Debit as automatic payment method for seller fees, they still need to add their credit card information so they can open the store.



Here's how to add a Credit Card on file:



1. Click "Site Map" at the bottom of most eBay pages.



2. In the middle column, go to "Selling" and click the "Place or Update Credit Card On File" link.



3. Add the information required, click "Continue" and follow the online instructions.



Once the credit card information has been added, they can now proceed with subscribing to a store.



As of 16 May 2012, there were changes to the fee structure. Basic Store and Featured Store packages now have the same monthly subscription fee of AU$24.95. It is suggested for members to subscribe to the Featured store since the subscription fee is the same with better features, like more custom pages.
