If it is for a pick up only item the seller may have done this to put buyers off choosing Paypal which is completely unsafe for both buyer and seller.

why would a pick-up transaction be unsafe for either the buyer or seller?

to me, the buyer inspects the item before they decide to hand over the readies (cash). whats so unsafe about that?

and the seller gets their dosh, no chargebacks!
