That is dropshipping and is quite OK with ebay.

The listing should state the correct location of the item so you would know that it will take longer to arrive.

The method is fraught with problems for the seller in that the seller takes all the responsibility for the item arriving and being as described but he is dependant on a third party to ship it for him.
