Help with a buyers return

Buyer bought a game that had a 7 day return (must have been default).  Item according to Australia Post was picked up on 19/11 and buyer let me know on that day item had arrived damaged via rude email.  Requested picture of item and packaging.  Still waiting.  I dont mind giving the person their money back if its legitimate but time is wearing on.  Its the 23rd now.  When would you say "you've taken too long"?  14 days or what?
