Are you suggesting that a contractor/courier needs to scan every parcel he has on board every time he stops to drop one off?
I am not saying The Contractor has to scan EVERY ITEM But The Sorting Center Should Be Scanning Every Item It Receives and Dispatches. I'm In South Australia. Post A Registered Letter at Arndale, It either has to go to Gepps Cross or Mile End to be Sorted but it is not scanned and maybe a week later it will get Scanned on delivery in Northern Territory. Surely it would go through a few different Sorting Centers?

Parcels (and registered letters) should be scanned at the post office, then at the mail sorting centre (if applicable), then at the buyer's post office (if applicable) or wherever, and once again at the letterbox or front door or PO box where the parcel is dropped off.
I have to scan on and off every time I enter and exit a train station as well as on buses and trams. Or, "touch on" and "touch off" as is said in Melbourne (technically you don't have to touch off if the trip was entirely in Zone 1 though).
If the mail really does go directly from the post office to the buyer's address without stopping, fair enough. It shouldn't say "in transit" three weeks later like one of my buyer's items did (R342780022845329). Or simply saying "Received by Australia Post" at the initial PO with no other message, which has also happened before.
