It seems to be one of ebay's little "foibles". 😄 Try revising a current listing, sometimes the link to switch to the advanced version won't appear when you start a new listing from scratch, but shows up when you revise one already listed (or a saved draft). From what other posters have said in the past, it might be 50/50, so if you don't see it when you go to revise a current listing it might still appear on a different listing, or try making a new listing, saving as a draft to exit, then going back and editing.
