I got the email this morning too. I wasn't going to accept any promotions because I was letting all my listings end due to some upcoming extended periods away from home. I ended up accepting it because it only runs for 4 days and I can relist my unsolds as 1 day auctions, then let them end.

For those who didn't get the email check down in the promotional box at the bottom of your selling page. I only got the email on one account, tried it on my second account and it worked. I was just looking at my new small account (limit of 30) and noticed down the bottom the promotion was there, with an accept offer button next to it. No point me accepting it on that account.
