Now that eBay have appeared to have taken action on her account, you could try ringing eBay (or better still get a call-back from them) and push to get it removed, ask for a supervisor if the first CS rep won't help you.
It's not hard to start a new ID when you've been shut down. A friend of my sisters was defected off eBay when the defective defect system was at its finest, due to a handful of numpties claiming INR or SNAD. She's now selling again. She sells kids clothes. She uses a VPN, which hides her real IP address. She uses her mother's address and used her husband's phone to become phone verified.
She still uses her other account for buying as it was only her selling that was suspended and uses the new one just for selling. It was hard for her starting from scratch again with 0 feedback, after having over 2,000 on the other account, but she's managed to get a good score now and has maintained 5 stars across the board.
It's not hard to get around the restrictions these days. I'm not sure I could be bothered. Knowing me I'd forget to turn the VPN on and get busted pretty quickly! My memory isn't that good.
