The 50km rate has to be manually selected on the AP POS terminal so you'll need to deal with a staff member who actually knows about it.

Usually the AP PO's are pretty good but the LPO's are hopeless.

I talk to my Postmaster quite often and he told me that a lot of the changes within AP are conveyed to PO's via a monthly email which is frequently either unread or quickly glossed over.

Fiddly bits like the 50km rate can be missed entirely and I think some of the LPO's miss it deliberately too.
