Ahh white spot in screen indicates tablet has been dropped or poorly packed and got damaged and has broken the inner LCD screen.

Well thanks for that info pacotrading, I know that I sent it in another larger box and lots of bubble wrap to protect in a medium express satchel, but I don't now how he resold it, not that it will matter to paypal though.
He sent it back to me just tossed in a small satchel nothing else.
I guess that explains why he didn't mention to paypal that he had resold overseas. His unsecure packaging.

What is his feedback like....in particular as a seller?
Is there any indication in the feedback that he has sold an item like yours?
Or is there any sign of your item in his Sold Items lists?
If you could link the item that you sold to an item that you sold it would help your case with the FOS immensely.

Did you raise this issue with paypal ? Inadequate packaging of returned item?
Did you take photos of how the goods were returned to you ?
More evidence that could have been used in written paypal appeal. .

He had huge prices on some of his items like $5000 for similar items as mine which seems odd to me.

The sky high prices usually indicate that the seller has no stock available.
They are discouraging anyone from buying until they get more stock.
It really does look like you have come to the end of the road with ebay and paypal. All you can do now is go to the FOS.
