The difference is that the Buyer would be paying by Paypal not Cash. So while there is no Buyer protection for the Buyer from Paypal (as it's Pick up only) the payment is open to a Bank Chargeback.

The Courier would have to pay the Cash amount on pick up to the Seller to remedy this situation. - and I can't really see that happening!.
