You are not talking to ebay here....the boards are run by volunteer members.

You will need to contact ebay through the Help and Contact link at the bottom of the page and ask to have the non paying bidder strikes removed if you want to buy from sellers who have their blocks in place.

As a new seller you will have your funds held for 21 days by paypal or until the tracking shows that the buyer has received the item and/or left positive feedback. You need to send the item as soon as possible so you can get your funds from paypal.
