when a seller list a item, they says sell something like this, and copy the title, and can't remove it, the picture are copy is well as a stock photo

Was that the case almost FIVE years ago? Probably not - eBay's systems have changed a lot in that time.
It is easy enough to edit listings to change titles, delete stock photos, in fact edit EVERYTHING in a listing if required.
